On April 8, the National Assembly voted to pass resolutions to consolidate key positions in the Government — including the Prime Minister, six Deputy Prime Ministers, 14 ministers heading ministries, and three heads of ministerial-level agencies.

A notable point is that among the Government members, many leadership positions have, for the first time, been approved by the National Assembly for appointment to the posts of Deputy Prime Minister and Minister. In particular, many newly approved appointees were born in the 1970s, and some Government leaders have expertise in law, economics, finance and banking, public policy, and related fields.
With the consolidation of Government member positions, along with the five key priorities emphasized by Prime Minister Lê Minh Hưng, there are high expectations that during this term the Government will continue to accompany and take action with the people and businesses to overcome challenges, aiming for double-digit growth.

Expressing strong confidence in the state administrative apparatus, delegate Trần Hoàng Ngân (Ho Chi Minh City) said that the Government just elected by the National Assembly received an almost absolute level of confidence. It is a leadership collective composed of individuals with deep professional expertise, who have held many key positions and possess vision as well as experience in governance and administration.
“I believe that, building on the valuable experience and working spirit inherited from previous terms, the effectiveness and efficiency of state management in the coming period will continue to be significantly improved,” Mr. Ngân said.
According to Mr. Ngân, the message of a modern, facilitating Government that takes citizens and businesses as its center is being made concrete through very clear priorities: completing and synchronizing institutions, reviewing and amending the legal system, minimizing administrative procedures, removing bottlenecks, and unlocking resources for development.
At the same time, there is a requirement to build a streamlined apparatus that operates with performance, effectiveness, and efficiency. This is precisely the foundation for improving the quality of national governance in the new context.
“The requirement is that words must go hand in hand with actions, and administration must be based on modern, proactive, and flexible governance thinking. I hope the Government will stay closely aligned with reality, be closer to the daily lives of the people and the ‘health’ of businesses, thereby making timely and accurate policy decisions.”
“In the context of increasingly intense competition and ever-growing development demands, the factor of speed has become an urgent requirement: faster, more efficient, and more stable,” Mr. Ngân expressed his expectation.
Accordingly, the biggest priority remains the continued improvement of institutions. Practice has shown that institutions are a key driving force behind the positive results of the economy in 2025 and the first quarter of 2026.
Therefore, it is necessary to intensify a comprehensive review of the legal system to identify and thoroughly address bottlenecks; to carry out strong administrative reform and eliminate unnecessary procedures; and to build a transparent, easy-to-understand, and easy-to-implement regulatory system, thereby reducing compliance costs for citizens and businesses. The effectiveness of state management should be measured by the level of satisfaction and happiness of the people.
According to full-time delegate of the Committee on Deputies Affairs Trần Văn Lâm, one of the messages conveyed by the head of the Government is the determination to achieve the goals of rapid, sustainable, and inclusive growth and development, while improving the living standards of the people.
What he is most concerned about are the Prime Minister’s priorities for building and completing a synchronized institutional framework, minimizing administrative procedures, thoroughly removing bottlenecks, and building a lean and strong apparatus. Each Government member is expected to act in line with their words, and to govern with modern and flexible management thinking in all situations.
According to Mr. Lâm, this has a foundation, and the expected growth targets are considered feasible because, in the previous term, Vietnam carried out strong institutional reforms and removed policy and legal “bottlenecks.”
In particular, the reform revolution of the administrative apparatus toward a leaner structure that is closer to the people and businesses has created conditions for the timely resolution of emerging problems.

A development-oriented mindset that facilitates business operations for enterprises.
According to Mr. Lâm, in the context of a challenging global economy, Vietnam’s economy has continued to grow well, creating significant room for macroeconomic stability and major economic balances.
Among these, indicators of public debt and national financial safety are at very good levels, allowing for the mobilization of additional resources. Alongside capital sources, Party resolutions have set out a growth orientation based on quality, focusing on the development of science and technology and improving the quality of human resources. This provides the foundation for productivity- and quality-based growth, creating strong momentum.
However, these goals and advantages need to be translated by the Government into improvements in people’s quality of life and happiness, while also being closely linked to environmental protection and social order and security. This is also demonstrated by the new Government through its determination, as well as its systematic, scientific, and flexible approach to governance and administration.
In this regard, Mr. Lâm believes that one of the solutions that should be continued is assigning targets (KPIs) to each locality in order to promote a sense of responsibility and effort at the grassroots level, thereby creating a shared growth momentum for the entire country.
From a business perspective, Mr. Mạc Quốc Anh, Vice Chairman and Secretary General of the Hanoi Small and Medium Enterprises Association, said that the consolidation of leadership positions, along with the messages from the head of the Government, shows that the coming period will be one of action, implementation discipline, and accountability based on results.
This is about building a modern, facilitating, and people-serving Government with a growth target of 10% per year, which is a highly significant “imperative,” and placing science and technology as well as the private sector as key driving forces.
Mr. Quốc Anh shared that, in order to realize the double-digit growth target, it is necessary to fully shift from a management mindset to a development-creating mindset.
This means the Government must act quickly on three key tasks: first, remove institutional bottlenecks and reduce compliance costs for businesses; second, strengthen decentralization while ensuring clear mechanisms for inspection, supervision, and accountability; third, unlock all resources for investment, production, innovation, and strategic infrastructure.
In particular, in a global context still facing many pressures such as rising trade protectionism, geopolitical conflicts, climate change, population aging, resource depletion, and energy transition pressures, Vietnam can no longer pursue old-growth models based mainly on capital, cheap labor, or resource exploitation. Instead, it must grow through productivity, technology, and institutional quality.
Alongside this, there is a very practical need for more equitable access to capital, more transparent access to land, clearer and more publicly disclosed planning, as well as equal opportunities to participate in public investment projects, infrastructure, logistics, and digital transformation initiatives for both private enterprises and small and medium-sized enterprises.
“From the perspective of the business community, the greatest expectation for the new Government is a stable, transparent, predictable business environment with consistent enforcement from the central level to local authorities. Enterprises need a ‘digital Government’ that processes administrative files in real time, a ‘one-stop, one-time, one-responsible-person’ mechanism, and consistency in law enforcement,” Mr. Quốc Anh emphasized.

Along with those orientations, I strongly hope that the Government will develop and implement a detailed national strategy for economic development, ensuring a harmonious balance between rapid and sustainable growth, macroeconomic stability and innovation in the growth model; and develop key economic regions in line with each region’s strengths to create national growth poles.
Priority should be given to the synchronized development of infrastructure systems, including transport infrastructure, energy infrastructure, and especially digital infrastructure, in a regionally connected manner.
I believe Prime Minister Lê Minh Hưng’s experience in economic management is a strong advantage, particularly in promoting the role of macroeconomic governance. With his background in monetary and fiscal policy, I hope the Prime Minister and Government members will balance the requirements of economic growth and inflation control, ensure flexibility between fiscal and monetary policies, thereby maintaining stability in the financial market and contributing to the goal of sustainable growth.
Regarding the promotion of business community development, as a National Assembly deputy and also an entrepreneur, I hope the Government will place greater emphasis on further facilitating businesses’ access to development resources, continue administrative reform and streamline procedures, and diversify capital markets.
At the same time, there should be mechanisms and policies to support sectors and industries that have a significant impact on the economy, as well as legitimate businesses that contribute to the country’s socio-economic development goals.
